Logically, in order to set the Status to Started, you would also need to make sure to the Startup Type is not Disabled for the security point. See example Enforcement Report and security point settings below.
In the example screen shot, the Comments for the Automatic Updates service (or any other service) indicate that the Policy Value of Started could not be enforced for this service. This is typically because the "Startup Type" for the service is Disabled. Note that the Machine Value of Stopped is the only Status value to be expected for a service that is disabled.
To resolve this enforcement problem, set the Startup Type to Automatic or Manual, but not Disabled. Set the Status to Started, and check the Enforcement options for both the Startup Type and the Status.
