It depends.
Two remote consoles (users) connecting to the same Master Agent get exactly the same Network View (except for "VIEW | Options" settings. If you delete domains/hosts, add domains/hosts, manage or unmanage machines from either console, the other console "sees" it on a refresh. This is because the data is in the Master-Agent machines registry, not the Console machines registry. "VIEW | Options" settings are in the console registry.
Accessing the same Master (one Registry repository), we can accurately say that information in NOT kept on a per-user basis.
Remember that the ability to query and deploy patches is ultimately controlled with credentials. So even if everyone can see the entire network using the same Master-Agent, you can still parse the network by who has or knows specific credentials for specific domains, as long as they don't mind sharing the "view".
You can deploy more than one Master Agent if each UpdateEXPERT admin wants their own controllable view, or you can retain one Master Agent and simply agree that certain admins have control over certain network regions. The point is each Master has its own registry and other resource files, so if multiple admins want their own fully controllable view, they would each need their own Master.
